Jerusalem Grant Facility – Enmaa
(A joint initiative by Tasdeer Programme, and the Palestine Investment Fund)
To support small and medium-sized enterprises (MSMEs) in East Jerusalem in expanding their operations, modernizing production, and adopting improved business practices to create sustainable jobs and drive inclusive economic growth. The Palestine Investment Fund (PIF) is proud to launch a new phase of grant support: Jerusalem Grant Facility – Enmaa, funded by the British Consulate in Jerusalem through Tasdeer - Trade Facilitation and Customs Support Programme.
During its previous phases, the facility – which previously was co-funded by the EU and the PIF - supported 120 Jerusalem-based MSMEs, created or sustained over 650 jobs, and provided approximately €5.2 million in direct grants.
Enmaa will be targeting 16 MSMEs across a range of sectors including tourism (restaurants, cafés, and hotel), factories, services, hospitality, light industry, workshops, and IT. The project will provide the financial resources needed to enhance operations, increase revenue, improve cost efficiency, expand market reach, and optimize business planning and asset allocation to support growth.
Target Beneficiaries: MSMEs located and operating in Jerusalem Governorate or have significant operations within its boundaries. Legal registration is required and includes:
- Local sole proprietorships with tax registration.
- Local corporations with tax registration or company certificates.
- Small businesses such as workshops and garages under umbrella organisations like chambers of commerce or unions.
*MSMEs: Any business that has a maximum of 25 full-time employees with an annual income that doesn’t exceed seven million dollars.
Grant Use:
Matching grants (£10,000 – £40,000) will be provided for the eligible uses as the following:
- Purchase of equipment and machinery.
- Human resource training.
- Marketing, consulting services and product development.
- Improving business premises.
- Going Green initiatives.
The Eligibility Criteria:
The matching grants eligibility to MSMEs criteria includes:
- Applicants must operate in Jerusalem Governorate or have significant operations within its boundaries (as defined by Palestinian standards).
- Owns a viable business, financially sound and potential for growth.
- Introduce feasible business ideas that will boost financial performance of the company to become more sustainable.
- Satisfactory growth and development potential.
- Capable and experienced management or have the potential to obtain new knowledge and improve toward mature business practices.
- Acceptable legal structure and registration, at least willing to improve the structure if the grant is approved.
- Provide audited financial statements for the past two years, and in case of no audited statement for the previous year is provided, a trial balance is requested if available.
- Grants must be utilized to finance eligible grant uses only indicated in the table below.
- Meet the matching requirement – ability and willingness to invest from their own resources.
- The beneficiary is willing to accept the social contribution condition.
- All activities within the grant could be fully implemented, completed and dispersed by June 2026.
Important Considerations:
The facility will put a higher priority on Gender Equality, Social Inclusion, and the empowerment of marginalized communities in Jerusalem Governorate during the grant assessment process, whether the business is managed by the underrepresented groups, or beneficiaries and jobs created will be for underrepresented. The facility will put a higher priority for environmentally friendly initiatives that positively impact the company’s performance, the environment, and the surrounding community. The facility will give preference to applicants who have not been awarded grants in the previous three years.
